After the PerpuSeru program was awarded a new grant from the Bill & Melinda Gates Foundation to scale up its program to an additional 80 districts, SOLIDARITAS has been contracted to support the program to conduct a study documenting the existing conditions of new partner libraries about the use, quality and impact of library services. SOLIDARITAS will develop the instrument and methodology for a tablet-based user survey, updating the instrument used in previous years to also incorporate the Government of Indonesia regulation requiring government institutions to implement a Customer Satisfaction Survey (Survei Kepuasan Masyarakat).

Development and Finalization of Story of Changes

As part of continuing relationship to support the implementation of the KSI M&E Plan, starting in December 2015, SOLIDARITAS has facilitated a series of discussions within the KSI program related to the concept of ‘stories of change.’ SOLIDARITAS supported the development and presentation of stories of change from several partners at the KSI Partners Meeting in January 2016, and provided subsequent coaching and support regarding the finalization of the stories.
Support to the Development and Implementation of a Revised M&E Design

Since October 2015, SOLIDARITAS has supported the extension of the KINERJA program in Papua related to the re-design of their M&E framework to respond to changes in program strategy, especially considering the internal resources and capacity to implement M&E. SOLIDARITAS supported Kinerja Papua management to define the monitoring questions, guiding principles, performance indicators, and the use of a “story-based approach” in order to answer 4 key monitoring questions. SOLIDARITAS has subsequently provided ongoing support to the KINERJA M&E team, including mentoring and coaching support related to the implementation of the M&E system.
Prototyping a library information management system

From September 2014 – January 2016, SOLIDARITAS developed a prototype for a system called “Kunang-Kunang” to enable local libraries to collect, manage, and produce information related to the use of internet services within the library. The system was designed to be managed by the library itself, with support from SOLIDARITAS to increase their capacity for improvement including as an input for planning and advocacy.
Comprehensive support for the implementation of an innovative M&E system

From May 2014 to June 2015, SOLIDARITAS worked with a DFAT (Australia) funded Knowledge Sector Initiative to implement various aspects of the program’s highly innovative M&E system, which places a heavy emphasis on M&E for management and internal learning purposes. Among other forms of support, SOLIDARITAS worked with the program (1) to develop and test a system to manage qualitative data contained in various program documents, (2) to develop a concept for a capacity development program for M&E for program partners, (3) to conduct a small scale evaluation of communications training for research organizations, and (4) to develop and implement a rubric-based organizational assessment as a baseline of the status of program partners’ organizational development efforts.
